Extension Name: Mentions

Author: dmzx

Extension Description:
Brings phpBB 4.0's @mentions to phpBB 3.3: a name list while typing, mention links in posts and a notification for the mentioned users and groups.

- First release: the `@mentions` of phpBB 4.0 for phpBB 3.3.
- Type `@` in the post editor for a list of users and groups, with avatar and rank (topic posters, friends, team, your groups, all groups, all users). The chosen name is stored as `mention user_id=…` or `mention group_id=…', the same format phpBB 4.0 uses.
- In a post the mention shows as `@name`, linked to the profile or group page, in the colour of the user's or group's default group.
- Mentioned users, and the members of a mentioned group, get a notification (board and, if they choose, email). Editing the post adds or removes notifications, approval sends them for posts from the queue and reading the topic marks them read.
- ACP: switch mentions on or off, the number of names in the list and the number fetched per source.
- Permissions on their own `Mentions` tab: a user permission and a forum permission (REGISTERED and ADMINISTRATORS by default).
- Uses the Tribute library (MIT licence), the same one phpBB 4.0 ships.
- For phpBB 3.3 only: disable and delete it before upgrading to phpBB 4.0.
