Yes it does it's working fine on other 3.3 and 3.3.1 rc1 forums.

Look at the error message you posted failed to open stream: HTTP wrapper does not support writeable connections

It works properly now. Even without https in another test forum.
The problem is in my hosting. It is not the first time that I have problems with this hosting .
the root of my space is "htdocs" as if it worked under xampp .

Htdocs is the same as public_html

You mean fade your water mark ? if so the latest version has this option set it to 10 to 15.
